Position Overview

The Democratic Voice of Burma (DVB) is implementing DVB Insight, a Myanmar Security, Governance & Risk Intelligence Service that provides reliable, evidence-based intelligence products for NGOs, donor agencies, embassies, humanitarian organizations, researchers, and other institutional stakeholders working on Myanmar.

As part of the pilot phase, DVB Insight will establish robust monitoring systems, verification procedures, analytical methodologies, quality assurance mechanisms, and a functional Minimum Viable Product (MVP) to support the production of Security, Governance & Risk Intelligence Briefings and other intelligence products. Given Myanmar's complex and rapidly evolving information environment, the project requires specialized expertise to strengthen information verification, contextual analysis, and analytical quality.

The Verification & Context Analysis Specialist will provide technical expertise to strengthen the credibility, consistency, and analytical quality of DVB Insight by supporting information verification, source assessment, contextual analysis, and quality assurance. The consultant will mentor project staff, contribute to continuous improvement of intelligence products, and support the development of sustainable verification and analytical practices, working closely with the Data and Research Team Lead, Senior Data Analyst, Research Interns, and other project staff.

Consultancy Details

• Position: Verification & Context Analysis Specialist (Consultant)

• Duration: August – November 2026
• Level of Effort: Approximately 10–20 consultancy days per month (negotiable)
• Reports to: Project Lead
• Duty Station: Chiang Mai, Thailand, or Remote/Hybrid

Key Responsibilities

Information Verification

• Verify information collected through open-source research and DVB's existing information networks
• Cross-check information using multiple independent sources where possible
• Assess the reliability, credibility, and relevance of available information
• Identify inconsistencies, misinformation, or information gaps requiring further verification
• Support evidence-based assessments and confidence ratings

Source Assessment

• Support the implementation of source verification procedures
• Assess source credibility using agreed verification standards
• Advise on appropriate use of confidential and open-source information
• Maintain clear documentation of verification processes and supporting evidence
• Recommend improvements to source assessment practices

Context Analysis

• Provide contextual analysis of political, governance, security, humanitarian, and conflict developments in Myanmar
• Support governance and stakeholder profiling by identifying key actors, relationships, and emerging trends
• Assist the project team in interpreting complex developments and their potential implications
• Identify contextual factors that strengthen analytical products and support informed decision-making
• Provide practical analytical insights that enhance the relevance and usability of intelligence products for institutional users

Quality Assurance

• Review draft analytical products and intelligence briefings
• Assess whether findings are supported by sufficient evidence
• Recommend improvements to strengthen analytical quality, clarity, and consistency
• Ensure project outputs align with established analytical and verification standards
• Provide practical recommendations to improve the accuracy, usability, and credibility of intelligence products prior to publication

Capacity Building

• Mentor project staff on practical verification techniques and contextual analysis
• Provide technical coaching on evidence assessment and source evaluation
• Share good practices in analytical review and information validation
• Support the development of staff skills to strengthen long-term institutional capacity
• Coach staff on applying verification standards consistently throughout the intelligence production process

Expected Deliverables

• Technical support for information verification throughout the project period
• Recommendations to strengthen source assessment and verification procedures
• Contributions to governance and stakeholder profiling
• Contextual analysis supporting monthly Security, Governance & Risk Intelligence Briefings
• Written technical reviews of selected analytical products
• At least two mentoring or coaching sessions for project staff
• Technical recommendations to strengthen verification workflows and quality assurance processes within the DVB Insight MVP
• Final consultancy report with recommendations to strengthen DVB Insight's verification and contextual analysis practices

Required Qualifications

Education

• Master's degree or equivalent professional experience in Political Science, International Relations, Security Studies, Peace and Conflict Studies, Journalism, Development Studies, Public Policy, or another relevant field

Professional Experience

• At least 7 years of professional experience in information verification, investigative research, conflict analysis, governance analysis, political analysis, or related fields
• Demonstrated experience analyzing developments in Myanmar or comparable conflict-affected environments
• Experience assessing information reliability and source credibility
• Experience supporting research, analytical, or intelligence products for media organizations, NGOs, international organizations, research institutes, or think tanks
• Experience mentoring research or analytical teams is highly desirable

Knowledge and Skills

• Strong understanding of Myanmar's political, governance, security, and conflict dynamics
• Excellent analytical and critical thinking skills
• Experience applying structured approaches to information verification and contextual analysis
• Familiarity with open-source research and verification techniques
• Strong written communication and analytical review skills
• High attention to detail and commitment to evidence-based analysis
• Ability to translate verified information into practical analytical insights that support institutional decision-making
• Ability to work independently while collaborating effectively with multidisciplinary teams

• Improvement in the quality, consistency, and credibility of DVB Insight analytical products
• Effective transfer of knowledge and skills to project staff
• Practical recommendations that strengthen the quality, credibility, and long-term sustainability of DVB Insight

Confidentiality

• The consultant shall maintain strict confidentiality regarding all project information, datasets, analytical products, source information, and verification procedures
• All outputs developed under this consultancy shall become the intellectual property of the DVB Association unless otherwise agreed in writing
