Position Overview

The Democratic Voice of Burma (DVB) is implementing DVB Insight, a Myanmar Security, Governance & Risk Intelligence Service that provides evidence-based intelligence products to humanitarian organizations, donor agencies, embassies, NGOs, researchers, private sector actors, and other institutional stakeholders working on Myanmar.

As part of the pilot phase, DVB Insight will develop a functional Minimum Viable Product (MVP) platform that serves as a secure digital repository for governance, security, political economy, sanctions, stakeholder, humanitarian, and risk intelligence. The platform will integrate structured datasets, analytical products, interactive dashboards, searchable intelligence repositories, digital information workflows, and data visualization tools, and will provide the technical foundation for future subscription-based intelligence services, due diligence products, customer portals, and customized research services.

DVB seeks a Technical Lead Consultant to design, develop, deploy, document, and support the DVB Insight MVP, including the web platform, databases, dashboard infrastructure, digital information management workflows, and visualization tools. The consultant will establish a secure, scalable, and user-friendly platform while strengthening DVB's internal technical capacity through documentation, mentoring, and knowledge transfer.

Consultancy Details

• Position: Technical Lead Consultant – Platform Development, Dashboard Infrastructure, Data Systems & Digital Information Integration
• Project: DVB Insight: Myanmar Security, Governance & Risk Intelligence Service
• Duration: August – November 2026
• Level of Effort: Approximately 10–15 consultancy days per month (to be negotiated)
• Reports to: Project Lead (Chief Operating Officer)
• Duty Station: Remote or Chiang Mai, Thailand (Hybrid)

Key Responsibilities

Inception Phase and Technical Design

During the first two weeks, the consultant shall prepare a comprehensive Technical Design Document (TDD) including:

• Functional and technical requirements
• System architecture and technology stack
• Database architecture and platform modules
• User roles and permissions
• Dashboard architecture and Tableau integration strategy
• Data management and digital information workflows
• Security architecture and hosting strategy
• Backup and disaster recovery
• API integration requirements (as needed)
• Wireframes and implementation schedule
• Risk assessment

Platform development shall commence following approval by DVB.

Platform Architecture and System Development

• Design overall platform architecture
• Develop the DVB Insight MVP platform
• Develop secure databases
• Develop responsive web interfaces
• Develop searchable intelligence repositories
• Develop content management functionality
• Develop entity management functionality
• Develop role-based access control
• Develop administrative functions
• Ensure scalability and maintainability

Dashboard Infrastructure and Data Visualization

• Design interactive dashboards
• Develop governance, security, and sanctions dashboards
• Develop stakeholder and political economy dashboards
• Develop humanitarian and risk dashboards
• Develop filtering and search functions
• Develop map-based visualization
• Integrate dashboards into the platform
• Develop additional dashboards and visualization features as agreed with DVB during project implementation

Tableau Development and Capacity Building

• Develop advanced Tableau dashboards
• Design reusable Tableau templates
• Develop Tableau data models
• Connect Tableau with project datasets
• Train staff in Tableau Desktop
• Mentor staff in dashboard maintenance
• Develop Tableau documentation and support Tableau integration
• Recommend and implement alternative business intelligence or data visualization tools where they provide a clear technical or operational advantage over Tableau

Database and Information Management

• Design structured databases
• Develop metadata standards, taxonomy structures, and tagging systems
• Develop efficient indexing and search
• Integrate analytical datasets
• Optimize database performance
• Ensure data integrity and security

Digital Information Collection and Data Integration

• Design and implement efficient workflows for collecting, organizing, and managing publicly available information from digital sources, including websites, social media platforms (e.g. Facebook, YouTube), online publications, and other open sources
• Support the systematic collection and organization of publicly available information relevant to Myanmar's security, governance, political economy, humanitarian affairs, sanctions, stakeholder developments, and other priority thematic areas
• Develop tools, templates, and digital workflows to facilitate the structured capture, storage, tagging, indexing, and retrieval of publicly available information
• Design metadata structures, taxonomies, and tagging standards to improve searchability and cross-referencing across the DVB Insight platform
• Develop data ingestion workflows that integrate information from multiple digital sources into project databases, dashboards, searchable intelligence repositories, and analytical products
• Explore and recommend appropriate automation and digital monitoring solutions where technically appropriate
• Work closely with the research and data analyst team, Governance Specialist, Verification & Context Analysis Specialist, Research Interns, and other project staff to ensure digital information is properly structured and integrated into intelligence products
• Provide technical guidance and mentoring on digital information collection methods, open-source information management, workflow automation, metadata standards, and digital knowledge management

System Integration, Security and Deployment

• Integrate all platform components
• Configure secure hosting
• Implement authentication
• Configure backups
• Conduct testing and resolve technical issues
• Deploy the production platform

Documentation and Knowledge Transfer

• Prepare technical documentation, administrator manuals, and user manuals
• Document database structures, APIs, and workflows
• Train staff and transfer technical knowledge
• Support deployment

Warranty and Post-Deployment Support

The consultant shall provide 30 calendar days of post-deployment support including:

• Bug fixing
• Technical troubleshooting
• Configuration support
• Performance optimization
• Technical clarification

Major feature development is excluded unless separately agreed.

Expected Deliverables

• Technical Design and Architecture: Inception Report and Technical Design Document (TDD), including approved system architecture, database schema, data model, wireframes, implementation roadmap, and technical specifications
• DVB Insight MVP Platform: A fully functional and responsive platform with secure user authentication, role-based access control, searchable intelligence repository, entity search functionality, interactive dashboards, and integrated data visualization
• Dashboard and Data Visualization: Interactive dashboards and standardized Tableau templates, including Tableau workbooks, reusable data models, and supporting dashboard documentation
• Database and Digital Information Management: Structured database architecture, metadata taxonomy, tagging standards, digital information collection and data integration framework, data collection templates, data ingestion workflows, and functional digital information collection workflows integrated into the platform
• Documentation and Knowledge Transfer: Comprehensive technical documentation, including administrator and user manuals, database documentation, installation and deployment guide, source code, and system configuration required for ongoing maintenance
• Training: At least three advanced Tableau training sessions, technical training on platform administration, and mentoring for DVB staff on digital information management and platform maintenance
• Deployment and Project Close-out: Production deployment of the platform, system testing report, final consultancy report, and thirty (30) calendar days of post-deployment technical support and bug fixing

Required Qualifications

Education

• Bachelor's degree or higher in Computer Science, Software Engineering, Information Technology, Information Systems, Data Science, GIS, or another relevant discipline

Confidentiality and Intellectual Property

• The consultant shall maintain strict confidentiality regarding all project information, databases, digital information workflows, source code, analytical products, documentation, dashboards, datasets, APIs, passwords, and internal methodologies
• All software, databases, source code, Tableau workbooks, dashboard templates, documentation, manuals, metadata structures, taxonomies, digital workflows, and all other outputs developed under this consultancy shall become the exclusive intellectual property of the DVB Association
• Upon completion of the consultancy, the consultant shall provide DVB with all source code, databases, Tableau workbooks, documentation, administrator credentials, deployment materials, metadata structures, workflow documentation, and any other technical materials necessary for the continued operation, maintenance, and future enhancement of the DVB Insight platform
