Position Overview

The Democratic Voice of Burma (DVB) is implementing DVB Insight, a Myanmar Security, Governance & Risk Intelligence Service designed to provide high-quality intelligence products for institutional users, including NGOs, donor agencies, embassies, humanitarian organizations, and researchers working on Myanmar.

During the pilot phase, DVB Insight will develop a Minimum Viable Product (MVP) intelligence service, establish analytical methodologies, governance frameworks, quality standards, and institutional systems, and produce pilot intelligence products for prospective institutional users.

DVB seeks a Myanmar Security, Governance & Political Economy Advisor to provide senior-level technical expertise to establish the analytical frameworks, methodologies, governance standards, and quality assurance systems that underpin DVB Insight. The consultancy will focus on:

• Strengthening institutional capacity
• Ensuring the quality and credibility of intelligence products
• Supporting the development of a sustainable intelligence service that can continue beyond the pilot phase

Consultancy Details

• Project: DVB Insight: Myanmar Security, Governance & Risk Intelligence Service
• Duration: August – November 2026
• Level of Effort: Approximately 12–15 consultancy days per month
• Reports to: Project Lead (Chief Operating Officer)
• Duty Station: Remote, with virtual meetings and occasional in-person workshops if required

Key Responsibilities

Analytical Frameworks and Methodology

• Lead the development of analytical methodologies for DVB Insight
• Design governance, security, political economy, and risk analysis frameworks
• Develop monitoring methodologies and analytical workflows
• Establish governance and stakeholder profiling methodologies
• Develop confidence-rating principles and analytical assessment frameworks
• Recommend structured analytical techniques appropriate for intelligence production

Institutional Systems Development

• Develop analytical standards for DVB Insight
• Support the establishment of quality assurance systems
• Develop Standard Operating Procedures (SOPs) for intelligence production
• Recommend documentation and knowledge management practices
• Strengthen institutional processes for maintaining analytical consistency

Strategic Technical Advisory

• Provide strategic advice on emerging governance, political, security, and political economy issues relevant to Myanmar
• Advise the project team on analytical priorities and thematic approaches
• Recommend improvements to the overall analytical architecture of DVB Insight
• Support the development of products that meet international professional standards
• Ensure intelligence products respond to the information needs of institutional users, including NGOs, donor agencies, embassies, humanitarian organizations, and research institutions

Quality Assurance Oversight

• Establish quality assurance criteria for intelligence products
• Conduct periodic strategic reviews of selected analytical outputs
• Provide high-level recommendations to strengthen analytical quality and consistency
• Review whether methodologies are being correctly applied across the project

Note: The consultant will not undertake routine verification of individual sources or day-to-day review of all intelligence products, which are the responsibility of the Verification & Context Analysis Specialist and project staff.

Capacity Building

• Mentor the Senior Data Analyst and project team
• Deliver technical workshops on analytical methodologies and governance analysis
• Build staff capacity in structured analytical techniques, governance analysis, political economy, and intelligence production
• Support the transfer of knowledge and best practices to ensure long-term institutional sustainability
• Coach project staff on applying analytical methodologies to produce decision-oriented intelligence products

• Final consultancy report with recommendations for strengthening DVB Insight's analytical systems and institutional capacity

Required Qualifications

• Master's degree or higher in Political Science, International Relations, Public Policy, Security Studies, Peace and Conflict Studies, Development Studies, Governance, Economics, or another relevant discipline
• At least 10 years of professional experience in Myanmar-related governance, political economy, security analysis, policy research, or conflict analysis
• Extensive experience developing analytical methodologies or research frameworks
• Experience providing technical advice to governments, international organizations, donor agencies, research institutes, or think tanks
• Demonstrated experience designing institutional systems, methodologies, or quality assurance frameworks
• Experience mentoring multidisciplinary analytical teams
• Expert knowledge of Myanmar governance, political economy, and security dynamics
• Strong understanding of research methodology and structured analytical techniques
• Excellent facilitation and mentoring skills
• Ability to translate complex analysis into practical intelligence products suitable for institutional decision-makers
• Strong strategic thinking and institutional development skills

• Quality and practicality of developed methodologies and institutional systems
• Successful establishment of analytical standards and quality assurance frameworks
• Strengthened capacity of project staff
• Practical recommendations that strengthen the quality, relevance, and long-term sustainability of DVB Insight
• Successful completion of agreed consultancy deliverables

Confidentiality and Intellectual Property

• The consultant shall maintain strict confidentiality regarding all project information, methodologies, analytical products, datasets, and internal processes
• All manuals, methodologies, frameworks, training materials, and other outputs developed under this consultancy shall become the intellectual property of the DVB Association unless otherwise agreed in writing
